Click-to-WhatsApp Ads: Setup, Targeting and First 5 Minutes

For a lot of Indian local businesses, the best "landing page" is a WhatsApp chat. Customers already live in it and expect a quick reply. You can send photos, prices, a location pin and a payment link, and nobody has to fill in a form.

Click-to-WhatsApp (CTWA) ads run on Facebook and Instagram. Tap the ad and a WhatsApp chat with your business opens. This guide covers the setup, the settings that matter and the part most guides skip: what you do once the chat is open.

When CTWA ads make sense (and when they don't)

Good fit

  • Considered local services, where people want to ask a question before booking. Examples: AC repair and AMC, dental clinics, coaching classes, interior designers, salons, packers and movers.
  • Products where buyers want photos, sizes or prices first. Examples: jewelry, ethnic wear, furniture.
  • Businesses that can reply quickly, with a person or a narrowly scoped bot, through business hours and ideally beyond.

Poor fit

  • You can't reply within minutes. A CTWA lead that waits three hours is often a lost lead. See why speed to lead matters.
  • Very low-ticket impulse purchases, where a website checkout converts better.
  • Regulated categories (loans, real estate, jobs). These fall under Meta's special ad categories, which restrict targeting. Read the rules before you build anything.

What you need before you start

  1. A Facebook Page and a Meta ad account with a payment method.
  2. A WhatsApp Business number. This can be:
    • the WhatsApp Business app;
    • or the WhatsApp Business Platform (API) through a provider.

The API is better if several people answer chats, or if you want automation and lead tracking.

  1. The WhatsApp number linked to your Facebook Page. Go to Page settings → Linked accounts → WhatsApp. If you use the API, the number's WhatsApp Business Account should belong to the same business portfolio.
  2. An Instagram professional account connected to the Page, if you want Instagram placements.
  3. A plan for replies: who answers, during which hours, and what they say first.

Step 1: Choose the objective

You won't find CTWA as its own objective in Ads Manager. Instead you pick an objective, then choose WhatsApp as the conversion location or destination. Meta's developer docs list Engagement, Leads, Sales and Traffic as objectives that support WhatsApp destinations.

Sensible defaults:

GoalObjectiveOptimize for
Get people chatting (most local services)Engagement or LeadsConversations
Sell products where you track purchasesSalesConversations, or purchases once you send conversion events back to Meta

Start with conversations. Switch to conversion-based optimization once you're sending purchase or qualified-lead events back to Meta (Step 7 covers how).

Step 2: Set budget and schedule

  • Start small and time-bound. Use a lifetime budget with an end date for your first test (for example 10-14 days). That way a forgotten campaign can't keep spending.
  • Know the overspend rule. On a daily budget, Meta can spend up to 75% over on a given day, but no more than 7x the daily budget over a week.
  • Match ad hours to reply hours if you can't cover nights. Someone who messages at 11 pm about a dead AC and hears back at 10 am has already called someone else.

For a full set of budget rules, see Meta ads budget guardrails for small businesses.

Step 3: Target locally

Illustrative example: an AC service contractor in Ahmedabad.

  • Location: a radius around your service area, for example 10-15 km around the city center. Exclude areas you don't serve. If Meta offers the option for your objective, choose people who live in or were recently in the area, rather than people passing through.
  • Age: keep it broad unless your service is clearly age-specific.
  • Interests: go light. With Advantage+ audience on, Meta treats interests as suggestions anyway. Location and minimum age stay as hard limits.
  • Language: if your creative is in Gujarati or Hindi, consider adding the language to targeting.

Step 4: Write the ad and the welcome message

The ad has one job, which is getting the right people to tap. The welcome message has another: making it easy for them to start talking.

The ad

  • Be specific: "AC service at home, ₹XXX, same-day slots in Satellite and Bopal" beats "Best AC service".
  • Show the real thing: your technician, your clinic, your product. Stock photos don't build local trust.
  • Use vertical video for Reels and Stories. Keep the first two seconds about the customer's problem.

The welcome message. Meta lets you set a greeting and either a pre-filled message or "ice breaker" questions the customer can tap. Good ice breakers qualify the lead for you:

  • "Book a service visit"
  • "AMC price for 2 ACs"
  • "My AC is not cooling"
  • "Talk to someone now"

Every tap tells you what they want before you've typed a word.

Step 5: Know the free 72-hour window

This is where CTWA gets cheaper than other WhatsApp messaging, because of Meta's pricing rules:

  • When someone messages you from a CTWA ad on the Android or iOS app, and you reply within 24 hours, a 72-hour free entry window opens.
  • Every message you send in that window is free, including templates.

In practice:

  • Reply fast: if you don't reply within 24 hours, the free window never opens.
  • Use the 72 hours for follow-ups: quote, reminder, location pin, payment link.
  • After 72 hours, normal pricing applies, and you need the customer's opt-in for marketing templates.

Step 6: Handle the chat in the first five minutes

Most CTWA campaigns are won or lost here. A good first reply does three jobs:

  1. Thank them and use their name if WhatsApp shows it.
  2. Answer the ice-breaker question directly, or ask one qualifying question.
  3. Offer the next step: a slot, a call or a price.

Illustrative first reply (AC service):

Hi Ravi, thanks for messaging Cool Care. For servicing 2 split ACs at home it's ₹XXX total. We have slots tomorrow 10-12 or 4-6. Which works, and what's your area?

If you use a bot, keep it narrow. Since 15 January 2026, Meta's WhatsApp Business terms ban general-purpose AI chatbots. Bots that do a specific business job are fine: answering FAQs, qualifying leads, booking. Hand over to a human whenever the customer asks, complains, or asks something the bot can't answer from your approved information. See WhatsApp marketing compliance in India.

Step 7: Measure what matters (not just cost per conversation)

Ads Manager reports conversations started, and that number flatters you. Plenty of chats are "hi" and then silence. Track these as well:

MetricWhere it comes from
Cost per conversationAds Manager
% of chats that answer your first questionYour inbox
Qualified leads (budget, area and need confirmed)Your inbox / CRM
Bookings or salesYour CRM, invoices
Cost per bookingAd spend ÷ bookings

Send results back to Meta. If you use the WhatsApp API, the first message from a CTWA ad carries a referral that identifies the ad and a click ID. You can then use Meta's Conversions API for Business Messaging to report events such as QualifiedLead or Purchase against that click ID. That lets Meta find more people who buy, instead of more people who just say hi.

Common mistakes

  • Running ads at night with nobody replying.
  • Using "Hi, how can I help you?" as the only welcome. Give people tappable options instead.
  • Sending a 300-word price list as the first reply. Ask one question first.
  • Not saving the ad source with the lead, so you can't tell which creative brought paying customers.
  • Sending CTWA leads marketing templates weeks later without opt-in. Starting a chat isn't agreeing to promotions.
  • Changing budget and targeting every day. Each significant edit can put the ad set back into learning.

FAQ

What is a Click-to-WhatsApp ad?

It is a Facebook or Instagram ad whose button opens a WhatsApp chat with your business instead of a website.

Are Click-to-WhatsApp conversations free?

You pay for the ad. Meta's pricing page says that if the user messages you from the mobile app and you reply within 24 hours, a 72-hour window opens in which all your messages are free, templates included.

Do I need the WhatsApp Business API for CTWA ads?

No. The WhatsApp Business app works too. The API helps when several people answer chats, or when you want automation, lead tracking and conversion reporting back to Meta.

Which objective should I choose?

For most local services, start with Engagement or Leads, optimized for conversations. Move to Sales with conversion optimization once you report purchases or qualified leads back to Meta.

Can I use an AI chatbot to reply?

Yes, if it does a specific business task: FAQs, qualification, booking. It must not be a general-purpose assistant. Meta's terms ban general-purpose AI chatbots on the WhatsApp Business Platform from 15 January 2026 for all existing users.
