Facebook Ads for Local Service Businesses: US$20/Day Plan

Most small service businesses that try Facebook and Instagram ads make one of two mistakes. Some "boost" a post with no goal and collect likes from people three states away. Others spread US$300 across five campaigns and decide "Facebook doesn't work".

This playbook is for the plumber, HVAC company, med spa, dentist or auto shop that wants to test Meta ads properly with about US$20 a day (roughly US$600 a month). US$20 a day won't perform like US$200, but it does buy a clean test: within a month or two, you'll know whether Meta can bring you jobs at a cost you can live with. If the objectives and ad formats are new to you, read the lesson on Meta ads objectives, formats and rules first.

First, be honest about what US$20 a day can do

Meta's delivery system learns from results. According to Meta's Business Help Centre, as summarized by PPC Land, an ad set generally needs about 50 optimization events within seven days of its last significant edit to exit the "learning phase"; otherwise it's labeled "Learning limited" (PPC Land, checked Oct 2026).

Run the numbers. At US$20 a day you spend about US$140 a week. Getting 50 leads a week would mean leads at under US$3 each. For most service businesses, that isn't going to happen. So with US$20 a day:

  • Run one campaign with one ad set. Splitting the budget makes every part learn more slowly.
  • Expect "Learning limited". That's normal at this budget, and it doesn't mean the ads are failing. Judge the campaign on cost per real lead over four weeks.
  • Don't edit constantly. Changes to targeting, the optimization event or creative can restart learning (PPC Land, above). Set it up, then leave it for at least a week.

Also know how Meta spends a daily budget. Jon Loomer documented Meta's statement that "on days when better opportunities are available for you, we may spend up to 75% over your daily budget," while not exceeding seven times the daily budget over a week (Jon Loomer, last updated March 2025, checked Oct 2026). So a US$20 day can show US$35. Over the week it evens out. Our Meta ads budget guardrails guide covers spending limits and a kill switch.

Step 1: Pick the right objective

For local services, pick one of these:

ObjectiveWhat happensBest for
Leads, with an instant formPeople fill a short form inside Facebook or InstagramTrades and clinics with someone who can call back within minutes
Leads, to messages or callsPeople tap to message you or callBusinesses that can answer chats quickly, or emergency trades

Skip "Engagement" and "Traffic" for this test. They optimize for likes and clicks, and likes don't book jobs.

Instant form tips

  • Ask for name, phone, ZIP code and one qualifying question ("What do you need help with?"). Every extra field cuts volume.
  • Getting junk leads? Choose "Higher intent", which adds a review screen before submit. You'll get fewer leads, but better ones.
  • Add a short thank-you screen that says what happens next: "We'll call you within 15 minutes during business hours."

Step 2: Targeting a local service area

  • Location: your real service area, by radius around your shop or by ZIP codes. Choose "People living in or recently in this location".
  • Age and gender: leave them broad unless you have a clear reason. Meta's systems usually find buyers faster than manual narrowing does.
  • Interests: leave off for the first test, or use one broad interest. At US$20 a day, narrow audiences get expensive.

If you advertise housing, such as real estate listings or rentals, Meta's Special Ad Category rules apply: no age or gender targeting choices, no ZIP-code targeting, and location must include at least a 15-mile radius in the US (Meta for Developers, special ad categories, as of Oct 2026). Employment and financial products have the same restrictions.

If you're a healthcare business (dentists, med spas), keep ad copy and targeting away from personal health conditions. Meta's ad standards prohibit ads that "assert or imply the personal attributes of the viewer", including physical or mental health and medical conditions (Meta Transparency Center; quoted by Jon Loomer). "Do you have gum disease?" is the classic example to avoid; "Gentle dental care for nervous patients" is fine.

Step 3: Creative that works for local services

Three ad variations in one ad set is enough, as long as they're actually different:

  1. The owner or tech on camera (15-30 seconds, phone video). "Hi, I'm Mike from Mike's Heating & Air. If your furnace is over 15 years old..." Locals tend to trust a real face more than stock footage.
  2. A real before-and-after photo with a one-line caption. Roofers, painters, landscapers, detailers and med spas (within platform and professional rules) have an advantage here.
  3. A plain offer card with a clear reason to act now: "Fall furnace tune-up, US$89 through Nov 30, Westerville and Dublin."

Copy checklist:

  • The first line says who it's for and where: "Columbus homeowners:".
  • One offer or one reason to call, rather than a list of five services.
  • Real, specific proof: years in business, license, warranty, number of Google reviews (if you can back it up).
  • No claims you can't prove: "#1", "cheapest", "guaranteed".

Step 4: Handle leads in minutes, not hours

Most local Meta campaigns die right here. A lead form submitted at 8:40 pm and called back at 11 am the next day is usually a lost job.

Research on web leads found firms that responded within an hour were nearly seven times as likely to qualify a lead as those waiting even an hour longer (HBR via SmartCompany, 2011 study). So set up:

  • Instant notification of every new lead to the phone of whoever calls back.
  • An immediate text confirming you got the request (with consent and A2P 10DLC registration in the US; see A2P 10DLC explained).
  • A callback target: within 15 minutes during business hours.
  • A missed-call text-back for when they call you and you can't answer (see missed-call text-back).

Step 5: Measure what matters

Track these weekly in a simple sheet:

MetricWhereWhat "good" looks like
SpendAds Manager~US$140/week
LeadsAds ManagerSteady or rising
Cost per leadSpend ÷ leadsCompare with your other lead sources
Contacted within 15 minYour notes or CRMAbove 80%
Booked jobsYour CRM or calendarThe number that matters
Cost per booked jobSpend ÷ booked jobsBelow your average job profit

Decide in advance what cost per booked job you'll accept. If your average job is worth US$400 in gross profit, a US$100 cost per booked job is a good trade. If it's worth US$80, Meta may not be the right channel for that service.

A 6-week test plan

WeekWhat to do
0Set up the Meta Pixel or Conversions API if you have a website; build the instant form; write three ads
1-2Run. Don't touch it except to pause an ad with obviously broken creative
3Pause the weakest ad; add one new variation based on what's working
4Review cost per booked job. Call five leads who didn't book and ask why
5-6Keep running if cost per booked job is acceptable; otherwise change one thing (offer, form question, or audience)

By the end you'll know whether to scale (raise the budget 20-30% at a time), fix something or stop.

When not to run Meta ads yet

  • Nobody can answer leads quickly. Fix intake first.
  • Your Google reviews are thin or poor. People check before they call. Build reviews first. See how HVAC companies get more Google reviews.
  • You can't take more work. Running ads while you're booked out burns money and goodwill.

Frequently asked questions

Is US$20 a day enough for Facebook ads for a local business?

It's enough for a clean test with one campaign and one ad set over four to six weeks. It's usually not enough to exit Meta's learning phase, which generally needs about 50 optimization events in seven days, so judge results on cost per booked job.

Should I boost posts or use Ads Manager?

Use Ads Manager with a Leads objective for a real test. Boosted posts usually optimize for engagement rather than customers.

Can Meta spend more than my daily budget?

Yes, on some days. Meta has said it may spend up to 75% over the daily budget on a given day while keeping weekly spend within seven times the daily budget.

Can real estate agents target by ZIP code on Facebook?

No. Housing ads fall under Meta's Special Ad Category rules: no ZIP-code targeting, no age or gender selection, and a minimum 15-mile radius in the US.

What's a good cost per lead for a local service business?

It depends on your job value. Work out the most you can pay for a booked job and still profit, then compare that with your cost per booked job, not just cost per lead.
