Meta ads objectives, formats and rules for local services

You'll learn

  • Which Meta campaign objective fits a local service business
  • What Advantage+ audience does and which controls stay fixed
  • Instant Forms vs click-to-WhatsApp vs sending people to your website
  • Special ad categories, the 2025 change, and health-related data limits

Facebook and Instagram ads reach nearby people who aren't searching yet. Think of the homeowner who noticed a water stain on the ceiling last week and will need a new roof next year. This lesson covers the settings that matter most for a local service business (objectives, audiences, ad formats and the special ad category rules), working from Meta's own documentation. For a worked budget plan, see Facebook ads for local service businesses.

Pick the right objective

Every campaign starts with an objective, which tells Meta what you want the system to get you. The current objectives are Awareness, Traffic, Engagement, Leads, App promotion and Sales.

Local service businesses usually end up choosing between three:

ObjectiveWhat Meta optimizes forUse it when
LeadsPeople likely to submit a form or start a conversationYou want enquiries. Usually the default for service businesses
TrafficPeople likely to click or load your pageYou want website visits; you'll get clicks, not necessarily enquiries
EngagementPeople likely to interact, message or callYou want messages or calls, or post engagement

Meta goes looking for people likely to do whatever you picked. Choose Traffic and it finds people who click, and plenty of them never call. If you want enquiries, pick an objective that optimizes for enquiries. For most local service businesses that's Leads (forms or conversations), or a messaging setup under Engagement.

Advantage+ audience: what it does

Meta's Advantage+ audience lets the system look beyond the audience you describe. Meta's documentation says it can "expand the eligible audience pool the delivery system can search", but that "non-negotiable business constraints are not expanded". Those hard limits are:

  • location,
  • minimum age,
  • language, and
  • custom audience exclusions (for example, excluding existing customers).

So you can still say "only people within 15 miles of our clinic, aged 25+". Your interests and detailed targeting turn into suggestions rather than fences. When Advantage+ audience is on, Meta's docs say the minimum age can only be set between 18 and 25, and the maximum is fixed at 65+.

For a local business, location is the setting that matters most. Draw it around the area you actually serve, and check it in the ad set before you launch.

Where should the lead go?

You've got three main options.

1. Instant Forms (lead ads)

A form opens inside Facebook or Instagram, often pre-filled with the person's name, email and phone from their profile. This needs the Leads objective.

  • Pros: fast for the customer; often the cheapest leads.
  • Cons: pre-filled forms make it easy to submit without much thought. Meta offers a Higher intent form type that adds a review step before submitting, which practitioner Jon Loomer describes as intended "to improve lead quality". Call fast, too. People forget they filled in a form surprisingly quickly.

2. Click-to-WhatsApp (or Messenger) ads

The ad opens a chat with your business. Meta's developer docs say click-to-WhatsApp ads work with the Engagement, Leads, Sales and Traffic objectives, and "Conversations" is the optimization goal available across all four.

  • Pros: a real conversation starts right away. Works well where customers already use WhatsApp (see WhatsApp for business outside the US). Conversations from these ads open a free entry point window on WhatsApp pricing.
  • Cons: someone has to answer quickly, including evenings and weekends.

3. Your website

The ad sends people to a page on your site with a form, booking widget or phone number.

  • Pros: you control the page; works with your existing booking system.
  • Cons: extra friction (a page load, then a form). You need the Meta pixel and ideally the Conversions API set up so Meta knows which clicks became leads; see Measuring what works.

Special ad categories

Some ads must be declared as a Special Ad Category, and Meta then restricts the targeting. Every campaign has to say whether it's in one. The categories are:

  • Housing
  • Employment
  • Financial products and services
  • Social issues, elections or politics

The 2025 change: Meta's API documentation says the "Financial products and services" category replaced the older "Credit" category in January 2025. If you skipped the category before because your offer wasn't strictly credit, look again.

For housing, employment, and financial products and services ads, Meta's documentation lists these restrictions:

  • Age generally fixed at 18 to 65+.
  • Gender can't be targeted.
  • Location must cover at least a 15-mile (25 km) radius around a city, address or pin; ZIP code targeting and location exclusions aren't supported.
  • Detailed targeting is limited: no demographic or behavior targeting, and no exclusions.
  • Lookalike audiences aren't available.

A plumber or a restaurant usually isn't in a special category. That changes the moment an HVAC company advertises financing on new systems, a med spa promotes a payment plan, or any business runs a hiring ad for technicians (that's employment). Declare the category, because ads that should have been categorized can be rejected.

Health, wellness and sensitive topics

Dentists, med spas, clinics and therapists have two more Meta rules to watch:

  1. Personal attributes in ad text. Meta's advertising standards say ads must not "assert or imply the personal attributes" of the viewer, a list that includes medical conditions and physical or mental health (as quoted by Jon Loomer). Naming a service is fine; hinting that you know something about the viewer is the problem. "Struggling with hair loss?" implies a condition; "Hair restoration consultations in Austin" doesn't.
  2. Data restrictions. In 2025 Meta began restricting the data that some health and wellness advertisers can share and the conversion events they can optimize for, as reported by Search Engine Land. Restricted advertisers may find that mid- and lower-funnel events (like purchases) can't be used for optimization. If your ad account shows a restriction notice in Events Manager, plan to rely on lead forms or conversations rather than website conversion tracking.

A local example: a roofing company's first Meta campaign

A roofing company that serves one metro area runs its first campaign:

  • Objective: Leads, with an Instant Form set to Higher intent, asking for address, the roof issue and best time to call.
  • Audience: Advantage+ audience on, with location set to the ZIP codes it serves.
  • Financing offer: run as a separate campaign declared under financial products and services, because that category doesn't allow ZIP code targeting. It uses a radius of at least 15 miles around the city instead.
  • Creative: real photos of their crews and finished roofs, not stock images.
  • Follow-up: every form lead triggers a text and a call within 15 minutes (see Speed to lead).
  • Review: weekly, using the steps in Measuring what works.

Common mistakes

  • Boosting posts without checking the goal. If the goal is engagement, you'll get likes, not enquiries.
  • Choosing Traffic, then wondering why nobody calls.
  • Slow follow-up on form leads. A lead form is only as good as the call that follows.
  • Ignoring special ad categories for financing or hiring ads.

Do this now

Which Meta ad objective is best for a local service business?

Usually Leads, using Instant Forms or messaging, because Meta then optimizes for people likely to enquire. Traffic optimizes for clicks, which often don't become calls.

What is Advantage+ audience?

A Meta setting that lets the system find people beyond your described audience. Location, minimum age, language and custom audience exclusions stay fixed.

Are Instant Form leads lower quality?

They can be, because forms are quick and pre-filled. Meta's Higher intent form type adds a review step, and fast follow-up makes a big difference.

Do special ad categories apply to small businesses?

Yes, based on what the ad is about, not company size. Financing offers, job ads and housing ads need the category declared, which limits targeting.

What changed in Meta's special ad categories in 2025?

Meta replaced the "Credit" special ad category with "Financial products and services" in January 2025.
