WhatsApp Business API Pricing in India (2026, Per Message)

Ask three WhatsApp providers for a quote and you'll likely get three answers you can't compare. One quotes a monthly plan. Another quotes a per-message rate. The third says "conversations are free" and then sends a bill.

The confusion comes from separate charges bundled into one price:

  1. Meta's fee for each template message delivered.
  2. Your provider's fee, either a platform subscription or a markup on Meta's rate.
  3. GST on both.

This post takes each layer in turn, then the free windows most businesses under-use, then what changed in 2026. Rates change often. Check the dates in the Sources section and confirm against Meta's current rate card before you budget.

How Meta charges: per message, by category

Since 1 July 2025, Meta charges the WhatsApp Business Platform per delivered template message. The old per-conversation model is gone. Your cost for each message depends on two things:

  • The template category: marketing, utility or authentication.
  • The recipient's country code. A number starting +91 is billed at India rates.
CategoryTypical useIndia rate before GST (reported)
MarketingOffers, festive greetings, re-engagement, new-product launchesabout ₹0.86 per message
UtilityOrder confirmations, appointment reminders, invoice links, service updatesabout ₹0.115 per message
AuthenticationOne-time passwordsabout ₹0.115 per message

Be careful with these numbers, for two reasons.

  • They're third-party figures. Meta publishes INR rates only as a downloadable rate card. The figures above come from providers that summarize it. One reports ₹0.8631 for marketing from 1 January 2026, while another reports about ₹0.99. Treat ₹0.86 as a floor before any markup.
  • India's marketing rate went up on 1 January 2026, according to Meta's pricing page. If an older blog post quotes a lower figure, it's out of date.

Volume tiers: utility and authentication rates drop at higher monthly volumes. Marketing has no volume discount.

What's free (and how to use it)

The cheapest WhatsApp message is the one you never pay for. Meta's pricing page describes two free windows.

1. The 24-hour customer service window

When a customer messages you, a 24-hour window opens.

  • Normal replies are free inside it. That covers text, images, buttons and lists: anything that isn't a template.
  • Utility templates sent inside it are also free, according to Meta's pricing page as of 12 October 2026. Several providers report this changed on 1 October 2026. See the next section.
  • Marketing templates are always charged.

2. The free entry point window (72 hours)

If someone messages you from a Click-to-WhatsApp ad or a Facebook Page WhatsApp button, from the Android or iOS app, and you reply within 24 hours, a 72-hour window opens. Every message in it is free, templates included.

That's why Click-to-WhatsApp ads and WhatsApp messaging pair so well. The follow-up conversation costs nothing for three days. We cover the setup in Click-to-WhatsApp ads: a step-by-step guide.

One provider says this window is now up to seven days for Click-to-WhatsApp ads. Meta's own page still says 72 hours, so plan around 72.

The October 2026 change: service messages may no longer be free

This one has caught a lot of businesses off guard.

What several providers report (respond.io, Vonage, edna, Darwin AI), all published between August and September 2026:

  • From 1 October 2026, Meta charges for service messages: your free-form replies inside the 24-hour window. Vonage says these are billed at the utility rate for the recipient's country.
  • Utility templates inside the window are charged from the first message.
  • A free allowance: respond.io reports 1,000 free service messages per business phone number per month. Other providers do not mention an allowance.

What Meta's own pricing page said when we checked on 12 October 2026: service messages and in-window utility templates are still listed as free.

We can't settle that conflict from public pages, and we'd rather say so than guess. What to do:

  1. Check WhatsApp Manager billing for October 2026. If service messages appear as a line item, the change applies to you.
  2. Read your provider's notices. Meta sends partners advance notice before quarterly pricing changes.
  3. Budget conservatively. Assume service replies may cost about the utility rate (around ₹0.115 + GST each) beyond any free allowance.

Illustrative example: a clinic sends about 3,000 free-form replies a month across all patient chats. With a 1,000-message allowance, it would pay for about 2,000 replies. At roughly ₹0.115 each, that's about ₹230 plus GST a month. Real money, but small next to staff time. The bigger risk is a bot that sends five messages where one would do.

GST and the INR billing deadline

  • GST: 18% applies on top of Meta's fees and on your provider's platform fees. A ₹0.8631 marketing message costs roughly ₹1.02 after GST.
  • INR billing: Meta started billing eligible Indian businesses in rupees on 1 January 2026. Businesses billed in India must move all their WhatsApp Business Accounts (WABAs) to INR by 31 December 2026. From 1 January 2027, Meta says it will stop delivering messages from non-INR WABAs belonging to eligible customers.
    • A WABA's currency can't be changed later.
    • If you're setting up a new number, create it in INR.

If your provider set up your account years ago in USD, ask them about their migration plan this week.

Provider fees: the part that varies most

Providers (called BSPs or Tech Providers) make money in one or more of these ways:

  • A monthly platform fee: inbox, broadcasts, chatbot builder, CRM.
  • A markup on each message: some add roughly ₹0.11-0.23 per marketing message on top of Meta's rate, according to one comparison.
  • Add-ons: extra seats, AI replies, integrations.

When you compare quotes, ask each provider for:

  1. Meta's rate and their markup, listed separately, for each category.
  2. Whether you pay Meta directly. Some set you up with your own payment method in WhatsApp Manager. Others bill you and pay Meta on your behalf.
  3. How they report cost per message. You want to see what each broadcast actually cost, not just a monthly total.
  4. Whether utility templates are correctly categorized. Meta can re-categorise a "utility" template that is really promotional as marketing. Your cost then jumps roughly 7x.

A simple monthly cost estimate

Illustrative example: an HVAC service contractor in Ahmedabad. Rates are approximate and before GST.

ActivityMessages / monthCategoryApprox. cost
AMC renewal reminders (opted-in customers)400Utility, outside window400 × ₹0.115 = ₹46
Pre-summer service offer broadcast1,500Marketing1,500 × ₹0.86 = ₹1,290
Replies to customer enquiries2,500Service₹0 under Meta's listed pricing; possibly charged beyond an allowance (see above)
Leads from Click-to-WhatsApp ads300 conversationsFree entry window₹0
Meta subtotalabout ₹1,336 + 18% GST ≈ ₹1,576

The marketing broadcast is almost the whole bill, which is normal, so that's where your savings are:

  • Send marketing only to people likely to care, segmented by city, service type or last purchase. Smaller, better-targeted sends cost less and protect your quality rating.
  • Move transactional messages to utility templates that are honestly transactional.
  • Run conversations through Click-to-WhatsApp ads where the free window applies.

Cost-control checklist

  • [ ] Find your current rate card in WhatsApp Manager (or ask your provider for Meta's INR rate card).
  • [ ] Confirm your WABA bills in INR, or plan the migration before 31 Dec 2026.
  • [ ] Audit templates: is each "utility" template really transactional?
  • [ ] Segment broadcasts. Don't message your whole list for every offer.
  • [ ] Track cost per broadcast and cost per lead, not just the monthly total.
  • [ ] Check October 2026 billing for service-message charges.
  • [ ] Keep bot replies short. One clear message beats three short ones.
  • [ ] Record opt-in proof for everyone you send templates to. See our compliance guide.

FAQ

Is the WhatsApp Business API free in India?

No. Meta charges for template messages: about ₹0.86 for marketing and about ₹0.115 for utility and authentication, before 18% GST, according to provider summaries of Meta's rate card. Replies inside the 24-hour customer window are listed as free on Meta's pricing page. Several providers report that this changed on 1 October 2026, so check your billing.

What is the difference between a marketing and a utility message?

Utility messages relate to something the customer already did or asked for: an order, an appointment, a payment. Marketing messages promote something. Meta can re-categorise a mislabelled utility template as marketing, which changes its price.

Do I pay GST on WhatsApp messages?

Yes. 18% GST applies to Meta's charges and to your provider's fees.

Are Click-to-WhatsApp ad conversations free?

Meta's pricing page says that when a user messages you from a Click-to-WhatsApp ad on mobile and you reply within 24 hours, a 72-hour window opens in which all messages are free. You still pay for the ad itself.

What happens if my WhatsApp account is not billed in INR?

For eligible Indian businesses, Meta says non-INR WhatsApp Business Accounts will stop delivering messages from 1 January 2027. Migrate before 31 December 2026.

Where BeeCMO fits. BeeCMO Messenger Bee logs the approximate cost of every WhatsApp message as it is sent. It corrects the figure from Meta's billing data and shows spend per broadcast and per lead. That makes it easy to spot a mis-categorised template or an over-sized send. See your WhatsApp spend in Messenger Bee →
